Whereas, 2003 marks the fifty-fifth anniversary of the founding of the modern Jewish State of Israel; Whereas, Israel was born as an independent nation on May 14, 1948 as a democratic Jewish state, built on the framework of liberty, justice and peace; Whereas, since its establishment in 1948, Israel has fulfilled the dreams of its founders, who envisioned a vigorous, open and stable democracy; Whereas, the centerpiece of Israeli democracy is its system of competitive, free and open elections, making Israel the only full democracy in the Middle East; Whereas, the State of Israel has completed another fair, free and open democratic election, one that featured the participation of Jew, Christian and Muslim alike; Whereas, as a true democracy, Israel gives voice and power to its people, and continues to do so as a matter of course even as the terrorism of the last two years has killed more than 700 of its citizens of all faiths, young and old, men and women, soldier and civilian alike; Whereas, today, we reaffirm the close bonds of friendship that have bound the People of the United States and the People of Israel together through turbulent times; and Whereas, Israel stands united with America as beacons for liberty, democracy, and freedom:
